With over 5 million annual visitors visiting Battery Park’s Upper Promenade on their way to the Statue of Liberty, the park design has to respond both the site’s iconic views of the harbor and high-traffic pedestrian flow. The design for the Upper Promenade, led by Laura Starr, ameliorates pedestrian movement in a number of ways. Realignment of the old gangways allows for increased circulation between the harbor front and park interior. Six new stairways and enlarged footpaths offer more circulation routes. The park is structured with a granite retaining wall, which separates the Upper and Lower Promenade and offers a continuous wall of seating with views of the landing of the New York Harbor. Over 5,000 square feet of new gardens were added to the Upper Promenade under Laura Starr’s direction.
