The North Point Development Framework is a vision to transform an 1980’s vehicle-dominated commercial zone into a green, walkable, and vibrant urban district. At 560 acres, the site poses two challenges to redevelopment: its imposing scale and a diversity of private ownership. In response, the City has engaged Starr Whitehouse to create a vision plan to guide and incentivize human-scale development, converting this vehicular landscape into a fine-grained urban realm. Reimagining Big Creek at the southern edge of the site as the City’s urban waterfront, the plan lays out a three-part framework. Historic streams are unearthed through daylighting or mapping, informing a new open space network that runs north-south towards Big Creek. A new street grid connects these open spaces with intuitive and multimodal circulation. Finally, a toolkit of pedestrian-friendly development typologies guides public and private investment as landowners take advantage of the enhanced ground plane experience over the coming decades.
