Water Street Study

Starr Whitehouse’s vision plan for Water Street advances public and private initiatives to transform the Water Street commercial district into a greener, more engaging, and more desirable downtown destination. Water Street supports 70,000 workers in 19 million SF of office space, but shows signs of weakness: an overly-wide street, 20 underutilized plazas and arcades, a single purpose office use, and a generic retail mix add up to a dull street

The Alliance for Downtown New York recognized the challenges of Water Street and commissioned the Starr Whitehouse/FXFOWLE team to develop a vision plan that was collaborative, comprehensive, and achievable. The plan emerged from extensive analysis, owner interviews, topical workshops with stakeholders, and consultation with public agencies.  Plan elements include new street designs, park designs, modifications to plaza and arcade zoning, retail strategies, and event and art programming. The plan leverages public and private reinvestment that will renew the identity of Water Street.
